Annecdotally I’ve been running the betas for iOS4 since they started and have noticed no difference in reception or call quality.
Yeah, to be fair my brother and I both have iPhone 3Gs (as in more than one iPhone 3G, not the iPhone3GS) and sometimes we have remarkably different numbers of bars.
